Outer Boroughs Pilot Fund

The Outer Boroughs Pilot Fund was introduced to support projects that provided consistent and coherent film viewing opportunities beyond mainstream commercial cinema to audiences in London's outer boroughs. Projects supported through the Outer Boroughs Pilot Fund were designed to increase local opportunities to watch, participate and learn about film and moving image. This fund has now closed, however, there are still opportunities for film initiatives based in outer London through Film London's Cultural Film Exhibition Fund and Education 'Hubs' Fund.

Anointed Production
Hip-Hop Hooray Film School
Award: £3,000
Anointed Productions' Hip-Hop Hooray Film School is a free weekly film club for local 16 to 19 year-olds at 3 Mills Studios in the London Borough of Newham.  Screenings have included hip-hop documentaries, features (such as Freestyle and Adulthood), and excerpts from TV serials (including The Wire). Each screening session utilises structured lesson plans, led by a film-maker or facilitator who assists the young people in critiquing and reviewing the film. There are also plans for participants to complete a Bronze Arts Award through attending the film club.

Crystal Palace Pictures
Crystal Palace Pictures
Award: £3,000
Crystal Palace Pictures is a new film society that seeks to provide opportunities for engagement with non-mainstream cinema. Activity includes fortnightly screenings at the Gypsy Hill Tavern - aimed at residents of Crystal Palace and the surrounding areas. These screening sessions consist of one feature length film, preceded by a short film. Where possible film-makers linked to these titles attend to take part in pre or post screening discussions, and comprehensive programme notes are provided at all events.

Harrow Arts Centre
Film @ HAC
Award: £3,000

Film @ HAC held a pilot film festival in March 2010, introducing film to  the Arts Centre's programming activity and attracting new audiences to the facility. The festival programme contain several distinct strands: Beyond Bollywood (new Asian British cinema); Distant Shores (African and Caribbean films); Mainland Memories (classic Eastern European cinema) and 'Home Grown' (showcasing locally made work from partners including Harrow Cine & Video Society). This festival should effectually reflect and support the various ethnic groups that reside in the borough.

London Borough of Croydon
Croydon Film Festival
Award: £3,000

The London Borough of Croydon's Arts and Heritage Division held the first Croydon Film Festival in April 2010. The programme included: commercial films screened in unusual venues; art house and other non-mainstream films supported by lectures and Q&A sessions; film careers sessions; and a short film competition for young people, students and local film-makers. Screenings, lectures and Q&As were targeted at Croydon residents, whilst the career sessions and film competition focused on aspiring film-makers in the local area. The festival focuses on the theme of passion and will be delivered in partnership with The Brit School, Croydon Stagecoach, Croydon Business Improvement District and local film-making organisations, such as Redbag Productions and New Treatment.

SPACE (Art Services Grants Ltd)
Malthouse Monthly Film Club, presented by Barking & Dagenham Film Society
Award: £3,000

This six month pilot programme, run by Barking & Dagenham Film Society, was created in order to develop a regular audience for independent cinema within the borough. The club will takes place the last Thursday of every month at The Malthouse.  The Film Club offers a series of genre-based screenings accompanied by speakers, shorts and refreshments at Barking Town Centre's newest creative space. The programme was devised by film and animation students from Barking College, through sessions facilitated by the Arts Development Officer at SPACE.
